[~ram_krish] It might be since the locks have gone in since that means more 
time but we are talking seconds here so my guess is issue was always there.

Regards bisecting, yeah, thinking might be hard to correlate our noisy test 
runs w/ a commit; like Andrew suggests and with Andrew, I cannot repro locally 
(have been trying various), so would be hard doing the verify.
