I don't see why it would be better than if the call is done by the master?
In any case, if we have less worker than WAL files, we should start by the
'oldest' WAL files: these ones are likely to be closed, so the lease recovery
should be immediate (for these ones, may be recoverLease will return true at
the first call?).
