Attaching a patch: 
 - Adds configuration "hbase.table.lock.expire.ms", 10min by default. 
 - HBCK, by default checks for "expired" table locks. Only errors out if some 
table lock is expired.  
 - Adds -fixTableLocks arg to hbck. When set, it deletes the locks, so normal 
operation can continue.
