Over at HBASE-7840, Nicolas is building a framework for MTTR tests using and 
enhancing CM. I proposed there that we can have a mttr/perf category of 
benchmark tests since it does not make sense to run them as regular tests, but 
being able to run them and inspect the results. A perf module in this case 
makes sense.
