Description: CBO return path creates join operator with empty filtersMap.
This causes outer joins to produce wrong results. To reproduce, run
louter_join_ppr.q with return path turned on. (was: CBO return path creates
join operator with empty filters. However, vectorization is checking the
filters of bigTable in join. This causes NPE exception. To reproduce, run
vector_outer_join2.q with return path turned on.)
