I was looking at this JIRA, and found that there is
HiveConf.HIVE_INSERT_INTO_EXTERNAL_TABLES which determines _whether insert into
external tables is allowed._
So does this Jira mean we need certain tables to behave READONLY irrespective
of this configuration value?
