Thanks, Naveen. As communicated offline. I believe we should be OK in not
automatically filling in the ownership for null owner DBs. The reasons are
First, it might not be always possible to figure who owns the DB.
Second, if ownership is needed, the user can ask admin to assign a new owner.
Once 22225 goes in, most likely null ownership won’t happen much.
