Description: Upgrade the Parquet version to 1.11.0. (was: [WIP until
Parquet community releases version 1.11.0]
The new Parquet version (1.11.0) uses
[LogicalTypes|https://github.com/apache/parquet-format/blob/master/LogicalTypes.md]
instead of OriginalTypes.
These are backwards-compatible with OriginalTypes.
