Hi [~mattmccline], [~ashish-kumar-sharma], I still do not understand well which 
problem we are trying to solve by reading the current summary and description. 

The summary says that '{{date_format}} returns values in UTC time zone only' so 
I would expect that the problem appears when the user requests formatting in 
another timezone and this wrongly comes back as UTC. However, the three 
examples in the description of this case *all* have an explicit z/Z format 
character so according to my understanding the current_timestamp should be 
returned as UTC.
