Update, as I posted on the PR, realized its not affecting current master branch
with default settings but only 3.x, because of new added AcidMetricsService
which is initialized eagerly and will fail HMS rather than leave the static
TxnHandler fields in the corrupt state.
So removing 4.x from affected issues (though it might be an issue if
AcidMetricsService is explicitly disabled).
