Description:
In some circumstances we cannot guarantee that LLAP daemons are ready as soon
as Tez AMs, but don't want the query to fail immediately with:

Caused by: java.lang.IllegalArgumentException: No running LLAP daemons! Please
check LLAP service status and zookeeper configuration
