This change is backwards-incompatible since it changes the current behavior. 
This may be fine but it can lead to queries that were running fine to start 
failing.

Before moving forward I would check what happens for other HMS operations that 
interact with HDFS to ensure that the behavior is uniform and consistent.

Moreover, if we proceed with this change we should ensure that HMS metadata 
remain valid when the operation fails. 

[~ibenny] If you pick this up check the points above and add necessary tests.
