### What changes were proposed in this pull request?
This PR disables flaky test TestJdbcGenericUDTFGetSplits on branch-3. The
test was seen intermittently failing on unrelated PRs and also on the flaky
test runner: http://ci.hive.apache.org/job/hive-flaky-check/614/
### Why are the changes needed?
To stablize branch-3 and reopen it for commits.
### Does this PR introduce _any_ user-facing change?
No
### How was this patch tested?
Confirmed that test is being skipped locally.
