Currently, in HS2 the Leader endpoint and WebUI endpoints are sitting on the
same port. When HS2 WebUI uses LDAP authentication, this endpoint becomes
inaccessible to the health check script downstream, which calls the leader
endpoint without authentication. The goal of this jira is to make the HA health
check script work even if LDAP authentication is enabled on the HS2 WebUI.
