Release notes in the archives is a burden for the release manager, who would
need to constantly remind themselves to update the release notes.
I think the release notes in the archives package are likely rarely noticed by
users. Most users probably browse the release notes directly on the JIRA
website or through the JIRA change log for this release (such as [1]) provided
on the Hive website [2].
We should consider deleting release notes files from archives[3] to accelerate
the version release process.
