As I commented under HIVE-29076 and the discussion in the dev list, I fully
agree with the idea of dropping the RELEASE_NOTES (which is basically a
CHANGELOG) from the archives.
I guess the main concrete action that needs to be done as part of this ticket
is to update [release
guide|https://hive.apache.org/docs/latest/howtorelease_27362106/] to remove
anything related to RELEASE_NOTES.txt
