Currently, HiveMetaStoreAuthorizableEvent and its implementations (like
ReadDatabaseEvent) don't pass through the full HiveAuthzContext when creating
HiveMetaStoreAuthzInfo. This limits the ability of custom authorization plugins
to access contextual information during authorization decisions.
