Add support for excluding entire databases from the automatic column statistics
deletion task introduced in HIVE-28755. Currently, tables can opt out
individually by setting the table property
{{{}statistics.auto.deletion.exclude=true{}}}, but there is no way to exclude
all tables in a database at once.
