Under the assumption that stats on external tables are mostly stale (no matter
what appears in the metastore entry) I am asking if we should really bother to
check if stats are up to date or not.
In addition, if we want to enable the optimization for external tables then not
sure to what extend the existing property is still useful. If property is true
then we check for stats but this are not so much to be trusted anyways and if
property is false then we do the optimization and no questions asked.
