I guess that in scenarios where schema evolution on partitions occurs
frequently the increase in column descriptors may reappear overtime. Anyways, I
am not very opinionated about this. I guess we can deliver it first as a
standalone tool (possibly an extension of the schemaTool) and then see if we
really need to have a maintenance thread.
