Summary: Clarify which hive-site PRs require a HIVE ticket

Many [merged PRs to
hive-site|https://github.com/apache/hive-site/pulls?q=is%3Apr+is%3Aclosed+is%3Amerged]
do not have a corresponding HIVE ticket. In some cases it might sense to avoid
creating a ticket (e.g., when [fixing a
typo|https://github.com/apache/hive-site/pull/85]). There should be some
guideline to decide when a HIVE ticket is necessary.
The guideline could be added to
[HowToContribute|https://hive.apache.org/community/resources/howtocontribute/],
and a link to it should be added to hive-site's
[README.md|https://github.com/apache/hive-site/blob/main/README.md].
