For Iceberg tables with partition evolution, Iceberg Compaction currently also
enqueues a multi-partition compaction that compacts all matching old-spec
partitions together. Limit filtered compaction to partitions under the latest
partition spec only, and skip the old-spec table-level compaction when a filter
is present.
