Description:
The Hive source repository still contains legacy files that are unused or
unmaintained but are included in (or associated with) release artifacts:
* RELEASE_NOTES.txt — old in-tree release notes (e.g. 3.1.0 era); release
information is maintained in JIRA and on the Hive website.
* errata.txt — historical commit/errata notes, not actively maintained.
* .reviewboardrc — configuration for Review Board, which the project no longer
uses.
Keeping these files adds noise and packaging maintenance without clear benefit.
h2. Proposal
Remove all three files from the repository root and update packaging so dist
tarballs no longer include RELEASE_NOTES.txt or .reviewboardrc.
