Row mode (GenericUDAFNTile) accepts a non-constant int argument, e.g.
ntile(col), and reads the bucket count from the first row of each partition.
HIVE-30018 vectorizes ntile only for a positive int constant; other forms fall
back to row mode with notVectorizedReason: PTF operator: ntile only supports a
positive integer constant number of buckets. For parity,
VectorPTFEvaluatorNTile could read the bucket count from the first buffered row
of each partition. Row mode doesn't validate the value (0, negative or NULL),
so vectorized behaviour for those cases has to match it.
