[~Yibing] Your logic is correct, but seems it's a little confusion. Maybe we 
can change to something like this:

So if id is empty, then newConf is old, otherwise, if old is not empty, concat 
id with old.

  newCnfStr = old;
} else if (StringUtils.isNotBlank(old)) {
   newConfStr = id + StringUtils.COMMA_STR + old;
