Thanks for confirming. That matches the cause behind the fix in #8639. Hop GUI sets the JVM locale at startup, so conversion works there. hop-run (including Task Scheduler) keeps the Windows regional format. Locales such as nb-NO, sv-SE and fi-FI use U+2212 as the minus sign, so DecimalFormat rejects an ASCII "-" in values like -2. en-US uses ASCII "-", which is why HOP_OPTIONS=-Duser.language=en -Duser.country=US works on 2.19. The code change is merged to master and is not in 2.19 yet. It retries the parse when the leading character is an ASCII or Unicode minus, without changing output formatting. The HOP_OPTIONS setting remains a valid workaround until the next release. If you can, please note the Windows regional format (or user.language / user.country) from the failing run.
