The patch will enable the use of {{-DcreateDependencyReducedPom=false}} as a
{{mvn}} command argument. I'd create a separate issue to track the removal of
this option.
Also note that this only applies to htrace-hbase, so perhaps we'd want to name
the option accordingly (or make it global?).
