Does HTraceConfiguration belong in core?

NullScope in core too? Others will need it than HBase?

Ditto for Sampler

So, we are trying to make it so htrace 4 can satisfy 3.1 and 4.0 dependencies. 
How did you do this for hdfs [~cmccabe]?

This patch is target htrace 4.x?

Should we just abandon htrace-3.x?

Maybe I don't understand what is going on here.
