As [~eclark] pointed out, we current generate jar files even for maven
subprojects with no java in them, such as {{htrace-c}}. The jars appear to
just contain the pom.xml files and a few other miscellaneous things:

It's not doing any harm, but it would be nice to skip generating these jars (if
it's possible in Maven.)
