* htrace-flume: fix a bad javadoc comment and enable javadoc lint
* htrace-htraced: enable javadoc lint
* htrace-zipkin: fix javadoc lint suppression to work with both jdk7 and jdk8
* htrace-hbase: fix javadoc lint suppression to work with both jdk7 and jdk8
I wanted to fix zipkin and hbase, but they have a lot of generated code which
is a pain to fix by hand. We can do these in follow-on jiras (perhaps by
updating the code generators?)
