## What is the purpose of the change
In `HadoopCatalog.dropNamespace`, throws `RuntimeIOException("Namespace
delete failed")` when Namespace is not empty, but according to
`SupportsNamespaces.dropNamespace`, should throw `NamespaceNotEmptyException`.
## Brief change log
Before delete, check `listStatus` first.
