I've opened https://github.com/apache/iceberg/pull/11761 to actually do a
HEAD request when checking for namespace existence. Depending on which PR lands
first, we need to make sure to call `Endpoint.check(endpoints, Endpoint.
V1_NAMESPACE_EXISTS);` when doing the actual HEAD request
