Review Comment:
Why would they be starved? Shouldn't they come up in the next compaction? If
files are being added faster than they can be compacted i'm not sure it matters
which files are ignored? The comparator at the bottom would give folks the
ability to pick which groups are compacted first if that's really an issue.
