The main thing is that this is necessary for anyone looking to do
exploratory work on the next version of the spec. v3 is adopted and future
work (anything that's backwards in compatible) needs to be built against v4.
Since there are a number of metadata related proposals, we need a way to build
PRs that don't involve everyone rebuilding this same functionality as an
initial step.
