Review Comment:
   In that case, is it possible to wrap this logic in the iterable returned by 
readPartitionStatsFile, so that callers don't have to check exceptions 
themselves? Besides, IllegalArgumentException and IllegalStateException seem 
too common to me. Perhaps we should further check the exception messages, or 
even check the field IDs in the file, to make sure exceptions are really caused 
by the old schema?
