   When we define the term, we didn't say it only applies to V4+. I thought the 
term is retroactive to V3.
   
   I am wondering if it is necessary to spell this rare case out here. Is the 
URI scheme-less path considered valid in V3? How would reader know which scheme 
prefix to prepend?
