On standardizing KMS registration in the spec, I don't see an existing
proposal for a cross-implementation KMS client registration mechanism. The
spec's encryption properties ("encryption.key-id",
"encryption.data-key-length") describe what key material to use, not how to
obtain it from a KMS, so client wiring has been left to each implementation to
solve on its own.
