## Summary
Add V3 specification feature tracking to the Implementation Status page,
following the same format used for V1 and V2 sections.
## Changes
- Add Table Spec V3 sections for:
- Table Maintenance Operations
- Table Update Operations
- Table Read Operations (including deletion vectors and row lineage)
- Table Write Operations (including deletion vectors and row lineage)
- Catalog operations (Rest, SQL, Glue, Hive Metastore)
All V3 features currently show N (not implemented) across all libraries,
establishing baseline tracking for future implementation.
