Description: Provide initial C++ implementation of
[IEP-92|https://cwiki.apache.org/confluence/display/IGNITE/IEP-92%3A+Binary+Tuple+Format].
Because there is no support in C++ for many things that are already present in
Java (e.g. BigInteger) the implementation will lack certain features. This will
be resolved later. (was: Provide C++ implementation of
