We use [docfx|https://github.com/dotnet/docfx] to generate .NET docs from
source code. Docfx 2.x requires Mono to run on Linux.
Docfx 3.x works on .NET core, but is still in beta. Find out if it is mature
enough and we can get rid of Mono dependency to simplify the environment.
