ItLearnersTest#testChangePeersToAddLearnerToSameNodeAsPeer has become flaky (it
fails with a TimeoutException). This is mostly likely caused by a custom Raft
retry timeout value in the configuration (which was changed to speed up some
tests). This timeout should be changed back to the default value.
