For now, the `ignite-api` module depends on the `ignite-core` module that
provides/contains a lot of internal classes and utilities. Honestly, I don't
see a strong reason to have such a dependency. It looks like, that we can move
some useful/public classes to the `ignite-api` module and remove the
dependency.
