Description:
On recovery, metastorage refreshes raft leader to access latest metastorage
revision. If there is no leader yet, or not all metastorage nodes are online,
recovery won't proceed. If 3 nodes are being started synchronously and all 3
nodes are metastorage nodes, then they will fail to start.
The easiest solution would be to not start nodes synchronously.
