Description:
Idle safe time propagation period in tests is currently 200ms. This seems to
have added around 2 minutes to the CI build duration (as every DDL takes 200ms
more). We should lower the setting to cut some of the additional build duration.
(Note: the proper fix will be made it IGNITE-20378, after which the additional
delay would be able to be removed altogether).
