Summary: CdcMain should not parse whole segment for CdcManager
records

To find CdcManager / CdcManagerStopRecord in CdcMain it parse whole segment.
Instead using files in CDC dir should be used. Open question how to monitor
changes in this files in CdcMain, how to restore basing on this files, how to
guarantee order between stop/walState files.
