If the lease grant message response is sent to the node which is no longer
active, the corresponding lease (which expires after the long time interval
intended for lease acceptance) will not be negotiated again by a new active
actor until it expires. So we will not have the primary replica for the lease
acceptance interval, which is currently 2 minutes.
