Currently this issue reproduced locally (on my pc) using the following steps:
1. -in PrepareServiceImpl.prepareAsync set .plannerTimeout(10)-
2. remove workaround code marked TODO IGNITE-22585
3. run ItSqlAsynchronousApiTest.testQueryTimeout() and check the output
