Description: After a Metastorage group (MG) was repaired as described in
IGNITE-22889, nodes that did not take part in the repair but returned later and
were migrated to the repaired cluster might have Metastorage data inconsistent
with the leader (that is, it has diverged). We need to detect such nodes and
disallow them to join the cluster. (was: This is continuation of IGNITE-22889:
it contains stuff that is not necessary to repair CMG, but improves the
procedure usability)
