Following the https://issues.apache.org/jira/browse/IGNITE-23413, it is now
possible that a timestamp, stored in Assignments, will be unresolvable into a
catalog version, due to compaction.
In such a case, we should fall-back to the oldest catalog version, it should be
compatible with distribution zone settings.
