The `PartitionReplicaListener` class contains a lot of code that relates to 
indexing. It looks reasonable to extract all this code to a separate class.

The following methods need to be moved to a new class:

 - listener implementation `
indexBuildingCatalogEventListener`
 - listner initialization and registering 
`prepareIndexBuilderTxRwOperationTracker()`
